Senator Stover moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub, for House Bill 4408-- A Bill to amend and reenact §20-5-15 and §20-5-16 of the Code of West Virginia, 1931, as amended, relating to the authority of the Division of Natural Resource to enter into certain contracts; increasing term of contract for the operation of certain facilities at state parks; requiring contracts for facilities to be in accordance with powers and duties of Section of Parks and Recreation; authorizing contracts for financing, construction, and operation of certain facilities at all state Parks and state forests and increasing initial term of contract; requiring director to submit electronic notice of contracts to the Joint Committee on Government and Finance; requiring environmental impact assessment and economic feasibility study prior to construction projects; and prohibiting gaming systems and games established and operated by the State Lottery Commision.
